There are many different version of Ubuntu, and certain packages need to be
installed. Generating a new option list is not trivial and requires
understanding of the underlying mechanisms (make, compiling C/Fortran,
linking, etc.)

Most likely, there was an earlier error message (when Cactus ran autoconf),
pointing to a missing compiler or other missing tool.

Can you open a bug report and attach all output when you begin configuring
Cactus from scratch?

Apart from this, I recommend beginning with a machine for which there
exists an option list, e.g. Queen Bee.
